The political situation in Pakistan's Punjab province has taken several dramatic turns on Monday night. On the one hand, Governor Punjab Balighur Rehman has asked Chief Minister Parvez Elahi to take a vote of confidence, according to which the Punjab Assembly meeting has been called on December 21 at 4 pm.
On the other hand, the opposition has submitted motions of no confidence against the Chief Minister, Speaker and Deputy Speaker in the Assembly Secretariat.
These steps have been taken at a time when Pakistan Tehreek-e-Insaf Chairman Imran Khan has announced the dissolution of the Assemblies of Punjab and Khyber Pakhtunkhwa on Friday, December 23.
According to legal experts, these actions of the Punjab opposition have stopped the process of immediate dissolution of the Punjab Assembly.
Punjab Governor Muhammad Balighur Rehman, while instructing the Chief Minister of Punjab to take a vote of confidence, has written that 'It has been circulating in the print and electronic media for many days that Chief Minister Chaudhry Parvez Elahi has appointed his party president Chaudhry Shujaat Hussain and He has lost the confidence of his party members.'
"For the past few weeks, serious differences have arisen between the two government coalition parties regarding political strategy, dissolution of the assembly, development schemes and transfer of government officials."
He has further written in the order to take the vote of confidence that the Chief Minister included a member of the Punjab Assembly Khyal Ahmed Castro in the cabinet, but the PTI chairman expressed ignorance about it, which clearly shows the differences between the two parties. Sardar Hasnain Bahadur Dareshk, a member of the cabinet, had a bitter speech during the cabinet meeting, on which he resigned, this is also a sign of differences.
According to the text of the order, one of the reasons is that Chief Minister Chaudhry Pervaiz Elahi said in a TV interview on December 4 that he will not dissolve the assembly until next March. This statement of the Chief Minister was against the party policy of PTI, on which two members resigned.
The Chief Minister criticized Imran Khan in an interview on December 17 for his comments against the former army chief. There is very little numerical difference between the government alliance and the opposition alliance in the House of Punjab Assembly. As Governor, I agree that Chief Minister Chaudhry Pervaiz Elahi has lost the confidence of the majority of the House, therefore, under Article 130 (7) of the Constitution, I call a meeting of the Punjab Assembly on Wednesday, December 21 at 4:00 p.m. Take the vote of confidence in the Chief Minister.
The opposition tabled the no-confidence motion after the Punjab governor had ordered the chief minister to take a vote of confidence. In other words, Parvaiz Elahi cannot dissolve the assembly before the meeting called for the vote of confidence, because according to the constitution, when a no-confidence motion is presented, the option of dissolving the assembly ends with the Chief Minister.
People's Party Co-Chairman Asif Ali Zardari is also in Lahore these days and political observers believe that it may be difficult for Parvez Elahi to get a vote of confidence.
His party president Chaudhry Shujaat Hussain has held meetings with Prime Minister Shahbaz Sharif and Asif Ali Zardari in the last two days. If even a single member of the Q-League does not participate in the voting process of Chaudhry Pervez Elahi, then he will not be the Chief Minister.
Chaudhry Parvez Elahi was elected as Chief Minister with 186 votes. Due to the lack of confidence, the Speaker and the Deputy Speaker will not be able to chair the meeting. In his place, the panel of chairman will complete the process.
